VSAP Ballots RFI

The County of Los Angeles Department of Registrar-Recorder/County Clerk (RR/CC) is issuing this Request for Information (RFI) #17-006 to hear directly from vendors in the marketplace that can provide information and feedback regarding one or more of the following components (A, B, C, and/or D). The information gathered through this RFI will be used by the RR/CC as it continues to plan for manufacturing and implementation.

Previous VSAP RFI

The Los Angeles County RR/CC is issuing this Request for Information (RFI) #17-001 to hear directly from vendors about their interest in potentially partnering with the County to bring the VSAP vision to fruition. Additionally, this RFI seeks input from the vendors on partnership models that would enable successful development and implementation of VSAP.

RR/CC would like to receive responses from any vendor who is interested in providing one or more components of VSAP, and encourages vendor feedback on the VSAP project being undertaken by RR/CC.

The components of VSAP are:

  • New Tally System
  • Tally System Scanners
  • Special Thermal Printers for the BMD and ballot activation mechanism

California Senate Bill 360 (2013-2014) Certification of Voting Systems Senate Bill 360 makes significant changes to procedures and criteria for the certification and approval of a voting system; expands the use of Voting Modernization Fund monies; and authorizes a county to use those monies to purchase a conditionally approved voting system, as specified, for research and development of a nonproprietary voting system that uses disclosed source code; or to manufacture a limited number of voting system units for use in a pilot program, or for submission to the Secretary of State (SOS) for certification. It requires the SOS to adopt and publish regulations, governing the experimental use of a voting system in a pilot programs.
California Senate Bill 450 Elections: Vote by Mail Voting and Mail Ballot Elections (2015-2016) Senate Bill 450 permits counties to conduct elections in which every voter is mailed a ballot and information on vote centers and ballot drop-off locations which are available prior to and on election day, in lieu of operating polling places for the election, subject to certain conditions.

Ross was the Registrar of Voters in Monterey County for 10 years working with public figures such as Cesar Chavez (Union Founder), Clint Eastwood (Actor/Mayor of Carmel), and Leon Panetta (Congressman/White House Chief of Staff).

The mission of the Center for Civic Design is to every interaction between government and citizens easy, effective, and pleasant for all. We believe that democracy is a design problem.
